Either 'B' or 'C' makes the sentence grammatically correct. You may tell teacher that I said so.

B because if you were to put the others in there, it sounds incomplete and doesn't sound like good English so B would be the right answer.

To complete the sentence correctly, the options 'whom' (C) and 'whomever' (B) are both appropriate, as they serve as the object of the preposition 'to.' Subject pronouns 'who' and 'whoever' would not fit grammatically. Thus, the best choices are 'whom' and 'whomever.'
