Rhode Island didn't go to the Constitutional Convention of 1787. They didn't go, because they believed it would be to their disadvantage.

In 1787, the Constitutional Convention took place in Philadelphia, attended by delegates from all thirteen states except for Rhode Island. The state chose not to participate due to concerns that a stronger national government would be detrimental to its interests. Eventually, Rhode Island ratified the new Constitution on May 29, 1790, as the last state to do so.
