You should provide ventilations to an unresponsive adult victim without signs of trauma if they are not breathing or only gasping. After ensuring the airway is open, give 2 rescue breaths followed by CPR if necessary. Continue this process until professional help arrives or the victim begins to breathe normally.

In the CPR protocol ... Open the airway then check for breathing....if not breathing, start chest compressions then rescue breaths, ;
