Cities that ARE within the Arctic Circle are -- Barrow, Alaska -- Murmansk and Norilsk, in Russia and those are about the only ones I can think of.

One city that is not within the Arctic Circle is New York City. Many other cities like Los Angeles, Chicago, and London also lie outside this region. The Arctic Circle, located at about 66.5 degrees north latitude, marks the limit for extreme daylight and darkness conditions.
