Which states would most likely support a system in which the number of votes each state had in the nation's legislature was based on population? Why?

Larger states with higher populations would most likely support a system where votes in the nation's legislature are based on population, as it would provide them proportionate representation and greater influence. This proposal was part of the 'Virginia Plan'. However, such a system may disadvantage smaller states with less population. ;

states with higher populations. they would get a higher representation per capita versus say having just two reps per state. so Alaska has the same number of reps as California without this idea
